Well, the port is still bad (not saying the game is, just the port itself) and it has been out for 5 years. If it wouldn't had been $15, there would have been something extremely wrong with them.
Now it's at a fair price due to being released 5 years ago, but still a bad port.

using a VPN to circumnavigate steam is a breach of the EULA, and they will ban and lock your account permanently with no recourse.
You're not allowed to do it with Steam, which is why you'd use a VPN when purchasing from another website.
Where you purchase or how you purchase your games is none of Steam's business as long as you don't do it to them and as long as the key isn't stolen (in which case it would only be removed from your account, nothing else. Though obviously GMG doesn't sell stolen keys).
