I'd say yes and no. If they're complaining about graphics or technical issues, yeah, that doesn't count. A good game stands the test of time through its gameplay, atmosphere, writing, etc. and should absolutely be judged as to whether it holds up on that front or not.

You did read the last paragraph right? This is the case for all large companies, and hence pretty much every AAA development studio. If you're looking at Valve, Bethesda, Ubisoft, EA, Nintendo (direct, not indie titles), you name it. They'll all be the same.
