You can buy flour from Sandyman's Shop, which is located northwest of the village square. When you first start out cooking new recipes, it's not immediately obvious where to get flour, especially as most of the shops and ingredients are located in the village square at various stalls.
You need to head to Sandyman's mill on the outskirts of the village. Here, you can also buy barley, oats, and yeast - other key ingredients for making scrummy recipes for your new village friends.
