As well as making building more thoughtful with the introduction of districts, Civilization VI uses a new Builders unit to make even tile improvement a tactical consideration.

Where before it was just a matter of time and you'd eventually get it all - so why not just send Workers wherever. Now you will have to be methodical about which tiles to improve and when.
In the older Civ games, tile improvements were handled by Workers and they transformed a patch of land over a few turns. In Civ VI it's Builders doing the ground work and these complete improvements instantly, though you can only use them three times before they disband.
Especially in the early game, you will really have to consider each improvement, not least because each improvement can potentially unlock a tech boost.
