Staying in Foundations, the new NPC settlement added as part of the Wastelanders update, you’ll need to work on your reputation with the Settlers who live in Foundation. You’ll need to work your way through the ranks of Cautious, Cooperative, Friendly, and Neighbourly – until you reach the Ally rank. This can take some time, but it’s the only way you’ll be able to get the compound bow in Fallout 76 and additional modding capabilities.
To improve your reputation and increase your rank the best advice is to be a nice guy to the new Settlers. Certain story quests and daily faction quests will bolster your reputation – just make sure not to kill any Settlers, as this will really hinder your chances at getting that bow.
