What are Fallout 76 Perk Cards? There are new S.P.E.C.I.A.L. and Perks systems for the upcoming online Fallout game – here’s how the levelling mechanics work.

Perks and levelling up will work very differently in Fallout 76 compared to previous Fallout games. You will still pick one of the seven S.P.E.C.I.A.L. attributes every time you level up in Fallout 76, but Perks and skills are now tied to cards. On top of the changes to how Fallout 76 Perks work, there are also substantial changes to what skills each of the S.P.E.C.I.A.L. attributes affect: what use is increased charisma if there are no NPCs around the world to trade, barter with, or speak your way past?

To help prep you all for the impending Reclamation Day we’ve dug through all the Fallout 76 footage we can find in order to explain how the changes work. A lot of players and Fallout fans have been concerned about how online play will change Fallout 76, so we made this guide to clear up any confusion.

Fallout 76 S.P.E.C.I.A.L. changes

The core system for levelling up in the Fallout series has not changed much: every time you increase your level you add one point to one of the seven character attributes. However, a few changes have been made to what those attributes encompass so that they are all balanced for online play. Here are the Fallout 76 S.P.E.C.I.A.L. changes we have spotted so far:

Unknown – will likely function similar to Strength in previous Fallout games.
Affects your awareness of nearby enemies, your ability to detect stealthy movement, and your weapon accuracy in V.A.T.S.
Unknown – expect Endurance to work similarly to previous Fallout games.
Is your ability to lead and help others. It allows you to share higher point Perk Cards and also affects your rewards from Group Missions and prices when you barter.
Is a measure of your overall mental acuity, and affects your ability to hack terminals, the condition and durability of items that you craft, and the return you get from scrapping.
Unknown – online play and a new V.A.T.S. leaves plenty of questions hanging over it.
Unknown – will probably increase loot drops as in the last few Fallout games.

No Clip’s ‘The Making of Fallout 76’ only shows off a few of these stat descriptions so we’re still in the dark on how the rest of the S.P.E.C.I.A.L. attributes will function. Strength will not need changing as it generally governs effectiveness with melee weapons and carry weight, both of which will not be changed by the addition of online to Fallout 76. Likewise, Endurance is not likely to change as sprinting, damage resistance, and total hit points will prove just as important when fighting human-controlled enemies as they are against AI combatants.

Agility may differ a little as we’re not sure how Action Points will work with the new real-time V.A.T.S. Additionally, stealth is often affected by Agility, and while we know you will be able to disappear from the minimap using stealth and sneak up on hostile creatures, the online component of Fallout 76 still leaves plenty of questions unanswered when it comes to sneaking. Finally, there’s Luck, which is a stat that changes quite a lot between each new Fallout game. However, as Luck usually affects how much loot players find, what their chances of landing a critical hit are, and how likely they are to contract diseases, the stat should still be applicable to the gameplay of Fallout 76.

Fallout 76 Perk Cards

Only a few Fallout 76 Perk Cards have been revealed so far, but it appears that they will function just like Perks in previous Fallout games. A few changes are present though: for example, you can only have a limited number of Fallout 76 Perk Cards active at any one time. You can also share Perk Cards within your party, which allows certain members of the squad to temporarily fulfill a specialist role.

One mechanic that’s still unclear is how Fallout 76 Perk Cards are distributed. It looks like you roll for a selection of three Perk Cards within the S.P.E.C.I.A.L. skill you levelled up in, but it’s not known how random this selection will be. It’s also worth noting that Perk Cards can be ranked up like Perks could in previous Fallout games.
