It doesn't try to be outlandishly cyberpunk. There is no exposition. It adds to the story though, since you kind of discover the world isn't exactly the world we all know.

Yes, it remind of the time I was giving a lot of morphine. The warmth rushing through my arm, culminating in the distinct feeling that a happy sunflower was making his home in my wrist.

It feels a bit like games from the 90s. There are no rules as far as game play goes. This creates a very fun, but disorienting experience. It can be hard to know what to do sometimes.
