League of Legends patch 9.23 notes – Preseason 2020 testing continues and Pulsefire Thresh

Rise of the Elements testing continues for patch 9.23, and two new skins arrive

With League of Legends patch 9.22 now live, it’s time for another round of LoL patch testing, and to see what the next content headed to the game might be. LoL patch 9.23 has hit the PBE and it’s a big one – the last patch was the final update before the preseason launch, which means patch 9.23 will be bringing the preseason 2020: Rise of the Elements update to the game.

Many of the preseason 2020: Rise of the Elements rebalances and changes to Summoner’s brought in for testing in the last patch cycle continue to stay live on the PBE for testing into this cycle, too. But that’s not all – there are some new balance changes for items and runes that look set to add some new playstyles to the mix. Plus, there are some shiny new skins to look out for: Aatrox gets a Victorious skin, and there are some new looks for Thresh with Pulsefire and Pulsefire Prestige Edition skins. You can see these below.

There aren’t any Champion balance changes in League of Legends patch 9.23, but we’ll likely see some hit the PBE in the next round of testing, when League of Legends patch 9.24 arrives.

When fully stacked, heal for 15% of the damage you deal to champions

Eyeball Collection (D3) – changed

Adaptive bonus decreased to 0.6 AD/1 AP from 1.2 AD/2 AP
Complete collection amount increased to 20 from 10 eyeballs

Presence of Mind (P2) – changed

Takedowns restore 20% of your maximum mana or energy and increase your maximum mana by 100 (up to 500) or your maximum energy by 10 (up to 50)

Nimbus Cloak (S2) – changed

Effect
After casting a Summoner Spell, gain a movement speed increase that lasts for 2.5s and allows you to pass through units.
Increase: 15% to 35% Movement Speed based on the Summoner Spell’s cooldown. (Higher cooldown Summoner Spells grant more Movement Speed).

Aftershock (Resolve Keystone)

Effect
Periodically grants a single use of another random keystone. 8-4 second cooldown between using a keystone and gaining the next. (12-8 seconds for ranged users) After 40 seconds of not using a given keystone, Master Key will re-roll when you exit combat.
Aftershock is only available to champions who have learned a basic spell that can trigger it.
Predator is only available to champions who have already purchased boots.
